CONSTITUTION AND BY-LAWS

Revised and Adopted

CONSTITUTION

SECTION I - NAME

This organization is named The Ohio Shuffleboard Association. It was organized in 1956.

SECTION II - PURPOSE AND POLICY

The Ohio Shuffleboard Association will act as the state (parent) organization for the member shuffleboard clubs in Ohio and will stimulate the formation of new clubs.

  1. It will publish rules and regulations for state shuffleboard tournaments and will approve state tournament directors.
  2. It will hold annual State Championship Tournaments.
  3. It will sponsor State-wide tournaments in Ohio and will encourage member clubs to hold tournaments.
  4. It will maintain records of winners and the Ohio Roll of Champions.
  5. It will elect members to the Ohio Shuffleboard Hall of Fame and maintain the museum.
  6. It will act as host for National Shuffleboard events scheduled for Ohio and will assist the host Ohio club and sponsoring organization in advance planning, promotion of interest, lodging arrangements, special entertainment, and appointment of officials and assistants.

SECTION III - MEMBERSHIP

The members of the Ohio Shuffleboard Association are the shuffleboard clubs located in Ohio which have been properly admitted according to the procedure outlined in the By-laws. All individual members in good standing in an Ohio Club will be considered members of The Ohio Shuffleboard Association.

SECTION IV - BOARD OF DIRECTORS

The Board of Directors is responsible for carrying out the Purpose and Policy of The Ohio Shuffleboard Association and for the development of shuffleboard. Each Director is entitled to one vote provided he is present at the meeting. Sealed absentee ballots may be exercised on proposals to change the Constitution and/or By-laws. Proxy votes are not allowed. A person who qualifies as a Director under more than one position may have no more than one vote.

The Board of Directors is made up of the following:

  1. Two Delegates from each club.
  2. The President, Vice President, Secretary, Treasurer, and all past Presidents of The Ohio Shuffleboard Association.
  3. The Ohio Representative to the National Shuffleboard Association.
  4. The Chairman of the Hall of Fame and the Rules and Regulation Committees.
  5. The Historian for State Adult, Junior, and Pee Wee Tournaments.
  6. The State Tournament Director.

Directors will serve one-year terms.

SECTION V - APPOINTED OFFICIALS

The following officials are appointed by the President:

  1. Chairman of the Hall of Fame Committee (five year appointment).
  2. Chairman of the Rules and Regulations Committee.
  3. State Tournament Director.
  4. Historian.

SECTION VI - OFFICERS

The Officers are elected by the Board of Directors at the Annual Meeting and consist of:

  1. President
  2. Vice President
  3. Secretary
  4. Treasurer

Officers serve one-year terms. The President is limited to serving no more than four consecutive years. Other officers may serve any number of consecutive years.

SECTION VII - NATIONAL REPRESENTATIVES

The Ohio Shuffleboard Association will maintain its position as a member in good standing of The National Shuffleboard Association, Inc. Representatives to the National Association are elected by the Board of Directors at the Annual Meeting. An alternate is also elected. National Representatives serve one-year terms.

SECTION VIII - COMMITTEES

The following standing committees are appointed by the President:

  1. Hall of Fame: 4 members (plus Chairman). Members serve four-year terms with one replaced each year.
  2. Rules and Regulations: 3 members (including Chairman and State Tournament Director).
  3. Nominating: 3 members (including most recent active past President as Chairman).

SECTION IX - OFFICIAL AND FISCAL YEAR

The official and fiscal year begins JUNE 1, of each year following the Annual Meeting. THE DUES ARE DUE JUNE 1. (1997)

SECTION X - MEETINGS

The Annual Meeting of the Association is to be held at the time and place of the Ohio State Championship Singles or Doubles Tournament, whichever tournament is held at Lakeside. All official business is conducted at this meeting if at all possible.

The summer season opens with an Annual Banquet held the evening of the first day of the opening tournament. Roll-of-Champions awards for the preceding year are presented. Newly-elected member of the Hall of Fame is inducted at the Annual Banquet and the Distinguished Service Award is presented.

In emergencies and cases where it is impossible to wait for the Annual Meeting to conduct official business, the following procedures may be undertaken to conduct official business other than changes in the Constitution and By-Laws:

  1. Any Director may request a Special Meeting. The Director must secure the approval of the President, or the written approval of a majority of the Directors to hold the meeting. The Director must then notify each Director in writing of the time and place of the meeting and of the specific nature of the business to be covered. The Special Meeting will be limited to the business specified in the written notice.
  2. The President may call for a mail vote on business which cannot wait for the Annual Meeting by sending a written proposal to each Director and securing the signed acceptance of the required majority. He will then notify each Director of the result.

The minutes of the Annual Meeting will include results of Special Meetings and mail votes.

SECTION XI - AMENDMENTS

The Constitution and By-Laws of the Association may be amended, altered, or rescinded at the Annual Meeting of the Association by a ten-day notice and two-thirds majority vote of the qualified voting members of the Board of Directors, including written and sealed absentee ballot votes delivered to the President prior to the Annual Meeting (not proxies).

SECTION II - APPLICATION FOR MEMBERSHIP

Any shuffleboard club in Ohio desiring membership in The Ohio Shuffleboard Association may make its application by addressing it to the President or the Secretary of the state organization. The acceptance of the club applying for membership is subject to approval of the Ohio Association President.

SECTION III - DUES

Member club dues are fifteen dollars ($15.00) due and payable August 1st of each year to the state treasurer.

SECTION IV - ELECTION OF OFFICERS AND NATIONAL REPRESENTATIVES

The President will appoint a Nominating Committee of three including the most recent, active, past President as Chairman. They must place in nomination at the Annual Meeting the names of at least one candidate for each of the elected offices and National Representative positions of The Ohio Shuffleboard Association.

Nominations for Officers and National Representatives may also be made from the floor of the Annual Meeting. Members of the Board of Directors attending the meeting will be allowed to vote. There will be no absentee ballots or proxy votes. If necessary, a run-off of the top two candidates will be held.

SECTION V - DUTIES OF OFFICERS

The President shall preside at all meetings of the Association and shall conduct the meetings in accordance with parliamentary procedures as set forth in the latest edition of "Robert's Rules of Order". He will appoint officials and committees as may be required and as called for in the Constitution and By-Laws. At the Annual Meeting he will present a proposed budget and a proposed tournament schedule for the following year.

The Vice President shall assume and perform all the duties of the President during his incapacity or absence. He will assume the position of President in the event of death or resignation.

The Secretary shall record the proceedings of all meetings, shall conduct correspondence, and shall be in charge of files.

The Treasurer shall receive all money due The Ohio Shuffleboard Association, giving and receiving a receipt of each transaction. He will pay promptly all authorized bills. The Treasurer will keep accurate records of receipts and expenditures and will render a report at the Annual Meeting.

The National Representative will attend meeting of The National Shuffleboard Association and represent The Ohio Shuffleboard Association. They may use their own judgment and will carry out the desires of the Ohio Board of Directors when so directed. They will maintain Ohio's plaque in the National Hall of Fame.

SECTION VI - STATE-SPONSORED TOURNAMENTS

At the Annual Meeting, the Board of Directors will approve a schedule of state-sponsored tournaments for the following year. Tournaments on this schedule are advertised in the Florida Preview. Winners are awarded Roll-of-Champions points and results recorded by the Historian for adult tournaments.

The schedule consists of:

  1. The State Championship Tournaments: Ohio State Singles, Ohio State Doubles, Ohio State Junior Singles, and the Norma Faris State Pee Wee.
  2. The National Tournament, if held in Ohio.
  3. The North American (held in Ohio or Michigan).
  4. Other Statewide tournaments as proposed by the clubs.

SECTION VII - STATE CHAMPIONSHIP TOURNAMENTS

Ohio State Championship tournaments for junior singles, adult singles, adult doubles, and state pee wee will be held annually at the time and place voted upon by the Board of Directors at the preceding Annual Meeting. Clubs wishing to host these tournaments must make their bids to the Association President, prior to this meeting.

SECTION VIII - RULES AND REGULATIONS

The Ohio Shuffleboard Association will establish, publish, and enforce a set of Rules and Regulations for the conduct of State-wide tournaments and State Championship Tournaments.

SECTION IX - ROLL OF CHAMPIONS

The Historian for adult tournaments will keep a record of points earned by the experts. This is published as the Ohio Roll-of-Champions each year. Only tournaments held in Ohio (and the North American when held in Michigan) are considered. Annual awards will be given to the top eight men and women players.

Each year the Historian will update and have published the permanent list of points won and awarded from the first season (1957) through the latest season.

Anyone playing in a State Championship or Statewide tournament must be a member of an Ohio club. This does not apply to the National, North American, State Junior, or Pee Wee Tournaments. All Statewide Tournaments are played under The Ohio Shuffleboard Rules and Regulations.

The points shall be earned on the following basis:

  1. National Open and Closed Singles 12-10-8-6
  2. Ohio State Singles 12-10-8-6
  3. North American Open and Closed Singles 12-10-8-6
  4. All Other Open Club Singles 10-8-6-4

  5. All Other Doubles (Except Bill Sly) 8-6-4-2
  6. Bill Sly Doubles 8-7-6-5-4-3-2-1

Pro points will be awarded for both the main and consolation brackets for expert and open doubles and for men's and women's singles, regardless of the number of participants. (2004)

Pro points for consolation doubles will be: 1st-2, 2nd-1, 3rd-1 and 4th-1. (2006)

Pro points for consolation singles will be: 1st-4, 2nd-3, 3rd-2 and 4th-1. (2003)

SECTION X - HALL OF FAME

Purpose:

The purpose of the Ohio Shuffleboard Hall of Fame is to honor individuals who have demonstrated over a long period of time superior performance in Ohio shuffleboard. By so doing, it is hoped to stimulate interest on the part of all shufflers and to generate further progress. A museum shall be established to keep the records of the Hall of Fame and to house other appropriate material and objects.

Qualifications:

Membership in the Hall of Fame is intended to be selective and exclusive. A player who has achieved 350 Expert points will be automatically inducted.

To be considered as an administrator the candidate shall have shown good sportsmanship and have a minimum of six expert years as an active player in Ohio. Heavy weight will be given to longer-term administrative activity.

Only Ohio Shuffleboard is to be counted. This includes Ohio-Michigan combined tournaments and, when held in Ohio, the National Tournament. Florida shuffleboard tournaments and competition in other states, including National tournaments, is not to be considered.

Procedure:

Each June, at or before the Annual Banquet, each Ohio club may submit to the Hall of Fame Committee the names of not more than two candidates for election to the Hall of Fame. These candidates must meet the eligibility requirements. The submission will include all the necessary data and background necessary for evaluation of the candidate's qualifications. No one or no organization other than Ohio clubs may make nominations.

The Committee screens the list of candidates for administrative eligibility and for submission to the Ohio Board of Directors at the Annual Meeting. The Board then elects one individual to the Hall of Fame. If a candidate receives a majority, the one receiving the least votes is eliminated and a second ballot held. The President breaks all ties. Other Recognition:

One Distinguished Service Award may be given each year to one not only well known in their own Ohio Club but has been active in the State in either administrative or promotional fields and contributed significantly to the welfare and advancement of Ohio Shuffleboard, but short of requirements for the Hall of Fame. A recipient of this award may, however, be elected also to the Hall of Fame. Each Ohio Club may submit one name for this honor at the same time as names are submitted for the Hall of Fame. The same election procedure is to be followed.

Committee:

The Hall of Fame committee handles the election (as covered in procedure), the installation, the publicity, and the activities associated with the museum.

Publicity:

Pictures of each member of the Hall of Fame will be placed in the museum by the committee. The committee will see that the Ohio page in the "preview" carries the names of each member. Members are installed at the Annual Banquet following their election.

Awards:

Each person elected to the Hall of Fame is to be given the specially-designed Ohio Hall-of-Fame pin. Plaques and other awards are optional at the discretion of the Committee and Board, as are the awards for the Distinguished Service Award.
